The Free and Hanseatic City of Hamburg is with 1.8 million inhabitants the second largest city in Germany and the ninth largest federal state in Germany in terms of economic power. As a member of EUROCITIES, Hamburg shares its experience with European cities and regions and works actively in several forums and workshops.

The Ministry of Social Affairs of the Free and Hanseatic City of Hamburg is responsible for health and social affairs related topics in the region. As Ministry it is not just responsible for the planning, financing, and controlling, but it is prepared legislative acts that go into Hamburg’s parliament. Furthermore, the Ministry of Social Affairs is partner in several EU-projects (EU_SHAFE, JadeCare; IDEAHL, SupportCARE) and networks like the COST Action NET4Age-Friendly network.

Kai Schnackenberg works for the Ministry of Social Affairs of the Free and Hanseatic City of Hamburg, as member of the Division of Innovation and International Affairs as deputy head of the division. Since 2012, he works for the Free and Hanseatic City of Hamburg and is in charge of project development and management, and he is supervising projects' legal, administrative and financial framework. He is specialized in the promotion of innovation and digitalization in the health sector, drafting and coordinating strategies for the development of age-friendly neighborhoods, for the transition to e-health, for the qualification of the labour force in the medical environment. As graduated nurse and with a degree in Health Science at the, he has a solid background around many health-related-themes; in addition, he developed a deep knowledge on EU tasks while pursuing in 2010-2011 a Master in European Public Administration at the University of Public Administration and Finance Kehl-Ludwigsburg. Since 2013, he is also lecturer at the University of Applied Science of Hamburg in Health Politics.

Rachel Stenner is an EU project officer at the Ministry of Social Affairs of the Free and Hanseatic City of Hamburg since April 2023. She is a health expert with a wide range of experience in the quattro helix. She is a physiotherapist and holds a Master of Public Health. She has several years of professional experience as health manager of big international companies. She also worked as a project coordinator at the Hamburg University of Applied Sciences.
